The police and all the authorities know exactly who they are, and should know where they are and what they are doing at all times. Venables has been arrested several times immediately. There is an argument to say he breached his licence as an adult so should be back in prison for life, but the law is that for certain crimes, the perpetrator gets a new name. All Malone did was cost the taxpayer a tit load more money because he had to have his identity completely redone.
