This is the thing for me they don't keep an eye on her. Normally its natural to always have one eye on your child but they totally ignore her.

Nah, keeping an eye on ottie is for the nanny. They just do the dressing up.
They just don't seem natural parents AT ALL. They seem unaware of the dangers/harm to her. For example Zoe has put a string of gingerbread men on the tree in Otties playroom, now if Ottie pulls it off and manages to get tangled in it god forbid.
