Yes this has already been discussed. Doria went to prison for tax avoidance which is why Meghan was with her father. This record was expunged at a later date. I believe that this is because it helps ex offenders (who are not a risk) in terms of access to jobs. This had nothing to do with the Royal family and they might not have known about it.
As for Meghan it appears that a lot of erasing went on before she married Harry. This may have been done with help from the 'men in grey suits', we don't really know. There was evidence of her being a yacht girl and an escort at Soho House. Also claims that she did a porn film at some point. I don't know the technicalities of how you do this as I'm not a techhie.
