Definitely. I can totally see Kate making an effort to text and remain in contact but they weren’t friends or remotely close. It’s just Kate being well brought up enough to want to be welcoming, friendly with everyone and probably try to help someone she saw following her into a very hard life. I imagine Meghan was superficially nice to begin with but quickly treated Kate like she does everyone else, refusing to take advice, being arrogant and eventually treating her like tit. Her jealousy will have eaten her up.
