That isn’t the wording used by US embassies or consulate pages for their descriptions
it even explains and lists it on their embassy FAQ page with the exact wording and requirement detailed fully:
The proclamation suspends travel to the U.S. for any individual who has been physically present in the United Kingdom or another listed country within 14 days prior to their arrival in the United States. Unless you plan to stay in a country that is not impacted by any of these proclamations for 14 days before traveling onward to the United States, the proclamation will continue to apply

a loophole for me is an ambiguity that is apparent when there is a gap in guidelines or rules that you can exploit
I don't ever think we will all agree on this one.
But I think of it like a coin.
There are always two sides to a coin.
One is the logical head.
One is the tail, always behind.
For me, the logical head says, now is not the time. The same logic told me to get the vaccine due to being high risk. The same logic has applied to the fact that whilst the Government 'guidance' was never black and white law' regarding social distancing, face masks etc, I always followed it as though it was. Ensuring I was protecting myself, protecting others where I could and I was not one of the selfish ones who 'mis-used' exempt lanyards because I didn't want to wear a mask, who exploited support bubbles, who did whatever I wanted despite the guidance in place etc.
It's those people that did, that you will find are suddenly the ones taking ADVANTAGE of this system for a holiday. They are the ones who are complaining about 'extra holiday costs' when their holiday country suddenly turns to RED and they end up having to quarantine etc.
Disney isn't going anywhere.
