Yeh it is an odd situation. I'm not sure how housing benefit works. I can however clearly see she has filled his old room entirely with her ebay. I know he's a grown adult, he can make his own decisions, but there are decisions and then theres just feeling obliged so she can have an easy life, cause wtf he's living in a shed, it's insane.
