When I applied for my daughters first passport 2019 they no longer do 3 year baby passports. Five years like bigger kids.

That's what I'm saying. There's no 3 year passports anymore. There certainly wasn't when she would have first applied for them.

I don't think she can change their name- you have to supply proof/documentation that the person has been using a different name for 2yrs previously- I don't think she's changed their surnames legally. Sure wasn't there a whole hoo-ha when they went to Disney because the kids were booked under Haynes and their Passport names are McGinn.
