Yes it is likely social services will want to visit Hayley if he is going to be spending time around the children. They will ask that there are conditions put in place, such as no unsupervised contact, they may get her to sign a contract that agrees to such conditions. Obviously how they then stick to that is another matter.
I'm completely unsurprised they split up. They were like two toddlers laughing at each other's farts - without Bear, she was bored out of her tiny mind. The house was the only thing he was good for, and I suspect he sold it from under her without telling her. I think also the love bombing at the start and spending so much time together just those two is bound to do a number on you mentally.
