I think maybe because underwear seems a bit more intimate than a bikini?

I guess you could also say that wearing the underwear to the hideaway and the dancing sexily is for the gratification of someone else, and wearing the bikini isn’t - maybe for her it’s a way of reclaiming what she does with her sexuality.
