I am so confused to how DVC even works and if it is even worth it? They have to pay 27k out right for 200 points? What happens once you've used those 200 points?

So buy points in a resort at a certain $ value, say $160/point, then for each point you have to pay yearly dues, which vary per resort, but are in the $7-11/point range. Your contract with DVC is for 50 years, so as long as you keep up your dues you'll be allocated points every year.
You get allocated these points each year on a set 1st of the month (called your Use Year), which covers the next twelve months, So for example, if your use year is September 2021, those points can be used to book a trip any time from the 1st Sept 2021 to 31st Aug 2022.
You can then use the points to book rooms at the resort you selected up to 11 months in advance, or at other DVC resorts 7 months in advance. Rooms at each resort vary, from 13 points a night for a Studio up to 50+ for some of the 2-3 bedroom villas.
Your points can be banked to your next use year, or borrowed from a future use year. Lots of people buy a low amount of points and then bank/borrow to have a bigger holiday every 2-3 years. In Knapp's case 200 points is more than enough to have a week or more at Disney each year, depending on the resort.
