Our neighbours just got a dog last year, a pup. It looks like a Dulux dog but i think it's some kind of doodle cross, it is lovely, but like your neighbours it never gets out for a walk - the furthest it goes is the end of our cul-de-sac.I have a neighbour who has a dog and the woman is disabled and I have never seen the dog being walked. Ever. Not by a dog walker either.
