To paek legally on double yellow lines, the must be using a blue badge? Assuming it's MMs or do they have 1 of there own?

It’s still illegal to park on double yellow lines if you are within 15 metres of a junction, blue badge holders are not exempt. If a blue badge holder is causing an obstruction, it’s still an offence.
