Guess they spent all the money on the other puppets that ARE in the show, there's various giant rat like things running around and the hydra scene (though most of that was people manipulating individual hydra heads on polesApparently the German version have them down as Karl and Heinz.
From what I can glean off reviews, it's because the producers thought the shapeshifting would be impossible to do onstage, so instead of just having them in their normal form for the whole show, they made them into... two men.
A lot of decisions made for this show sound nonsensical tbh. No Pegasus either! And that would be easy enough to do with the funding Disney has, surely they could at least do a large wheelbarrow-style puppet like the goose in War Horse, or a body puppet like the hyenas in Lion King.
