The trouble is she has no social life, no good role models, no outside influence. She is conditioned by her mother. Imagine just for a second living her life, being stuck constantly with the same people, day in, day out, only leaving the house when your creepy step parent or mum left. Every year that passes now, she will seem more and more behind her peers. She's immature and lacks the opportunity to develop her social skills through no fault of her own I should add.
