I really like the law that says that a renter may not have to pay rent for any day when the property is unfit for human habitation. I wish they would introduce that in England.
There were no regulations in Wales about electrical safety checks before 2022 but since December 2022 your landlord should have had an EICR (Electrical Installation Condition Report) and provided you with a copy. These must be renewed every 5 years. However I don't think the lack of an EICR test affects the validity of a 'no fault eviction' notice.
