Yes that is absolutely vile if true however the Twitter poster doesn't share any info on her source so anyone could have made it up and it's not necessarily being used in the real world

As others have said, you don't need to do this, you can't get in trouble for choosing not to do it (the Sex Matters link is really useful) and frankly it's none of their business. You're not expected to list any other protected characteristic either. Might be useful for someone who has a gender-neutral name but that's about it really. Women have rightly pointed out that adding female pronouns to their email signatures can single them out, particularly in male-dominated industries.

There is a possibility they could be functional. There are treatments for biological men whose pen doesn’t function due to trauma or medical reasons. I guess some of these would work on TiMs.
Do you mean biological females? Surely viagra etc can’t work on something that’s not a pen.
Not functional in any meaningful way. It’s possible they can get an erection with the use of a pump, but they won’t have any sensation and can’t ejaculate or orgasm. I believe they might be able to urinate with it but the operation is complicated and has a high failure rate.
