Is it possible he's already proposed, but she's just keeping things on the DL for now, to gear up for upcoming content? Nah, I think if that happened she wouldn't be able to help herself and would post it on IG within seconds of it happening.
Can't wait to see how this unfolds. Will there be a Hawaii proposal/wedding? Will there be a ring at the end of the fishing pole? LOL... Is Perle going to be born in Belgium, in "true European fashion?" /s

I don't think it's a good idea for Elle to get married. If Ginette is as rich as she appears to be, (partially?) supporting Elle into Elle's 30s, then maybe it's better not to get married and join finances. Ginette may want to transfer portions of her assets to Elle while Ginette is still alive but if Elle is married and since Washington is a community property state, that can be complicated. Thinking back to Elle's Florida wedding dress vlog, Ginette's blase attitude makes sense now.
