If it’s a new build they often sell a couple to the council to let them rent out affordably so they don’t look like the typical older council properties. If she starts ripping it out it can’t be council and new build though, they don’t let you touch it at all for a couple of years - can’t even paint etc like you can in normal council properties never mind rip things out.
