Yes, it's the law. Though she flouts the law in many ways, she probably does keep a yellow vest or two in her cars... and because they are yellow. Plus she will like to be seen doing the right thing in order to prove she's being a responsible adult. In France, drivers are subject to fines of €100 for not carrying high visibility safety vests in their car. Rental cars, vans etc are also required to have them in stored in the car trunk/boot. The French police like to stop drivers to check, especially those just coming off the ferries or channel tunnel. It's a good little money earner for them. It's viewed as a sneaky little law that most tourists are not aware of. But I'm reminded of that time when Snorts went dashing across the road to save a hedgehog from being squished. By law, that was illegal without him wearing a yellow high vis vest. Save the hedgehog- squish Snorts instead!
