The house had five bedrooms, it was extended at huge expense to allow them to take foster kids. They had two extra bedrooms and Jacks mother was on the board of a private adoption agency as a carer.
The adoption agency appears to have specialised in traumatised children. I very much doubt Big Dave swung for two bedrooms if he thought they could only take one child at a time. Not his style at all.

Two biological kids and three fosters is a lot in a 5 bed when fosters need own bedrooms- a 16 and 17 year old biological according to guardian plus long term 15,16 and 2 year old fosters - admin very keen this not shared
