Yes - Sgt Matt Boyden started life as a petty burglar they were tailing, Chris Deakin was originally a landlord of a dodgy pub that Inspector Monroe took down, and Gina Gold was a random local woman that took in petty thieves…Did you find it weird when you’re rewatching and notice all the actors they reused? I guess at normal pace it was aired on TV you wouldn’t notice.

I don’t think there’s any logic behind this. I was watching Holby City reruns at one point. They almost got to the end and they decided to go back a few series for no reasonOn U&Drama they are now showing S14, but didn't start at the beginning. Not sure why.
