Oh, there are definitely HUGE government contracts given out to house migrants and others (for example homeless smackheads) in hotels and various other forms of housing. Britannia Hotels has a huge hand in this particular pie. Multiple large hotels owned by Britannia in a resort near me have been turned over to this business in whole or part over the past five years or so. It's great for the owners of Britannia, as it means they don't need to do ANY repairs or maintenance on their properties and let them go to rack and ruin as the 'guests' have no choice in their housing and the bill is paid before they even arrive. The bad reviews from actual paying guests matter nothing to them as they're at full capacity, paid at high rates, all year round.
There are plenty of slumlords who own multiple HMOs who benefit from the same deals.
