It depends if/how its written into your contract - generally speaking employers can make changes but they have to give reasonable notice, consult employees and get their agreement. Some employers offer to merge car allowances into salary to get employees to agree to the change. And yep it’s a tax benefit for the company to offer it. Acas are quite good if you need some guidance.
