It seems really dumb if you’re doing something illegal) or other people reporting them would seem to me (a layperson, law wise) the easiest way to get caught with awful stuff like that. It might be semantics, but this says he’s plead guilty to MAKING a Cat A image. That makes it sound like he actually put it together? Or is it just legalese?
Yep that's stupid legal terminology - "making" could be downloading, ie. making a copy.
