I’d guess it’s to show that it’s more common in Thailand for children to travel on mopeds without helmets- it doesn’t make it right though

I thought the exact same. I don't understand how it works where she is but in the UK if a child was at nursery and was like that they would get extra support . Does he not get any at all ?
