"Having considered the information held, and taking into account the ongoing negotiations for use and occupation of the various allotment sites in Harlow, including those situated at Potter Street and Canons Gate, the council considers that the release of this information would be likely to prejudice ongoing negotiations and the commercial interests of all parties involved. It also considers that the public interest in withholding the information outweighs the public interest in disclosing it. "

I think HTS teams might be different than The HTS Group
Could be - although could just be they mean teams within HTS group. HTS Group is an enterprise set up by the council.

Also Your Harlow never brought it up, it was a comment on the article. Which said "She is living with various disabilities that affect her ability to provide this service - that people depend on - in a timely manner. The fact she is trying to run this endeavour is admirable, but when people are depending on your service to be able to eat a decent meal there really needs to be a back up plan for when Carly has flare-ups or hospital appointments."
That's such a fair comment.
Perhaps she should take her own advice and “dance out” the negativity?
