They do need to do something to ease prison overcrowding but I do feel slightly uncomfortable about early release, mostly because we have a shortage of probation officers to keep tabs on people.
Apparently more than half of prisoners on remand were charged with non-violent offences

They could also get rid of committal to prison for things like non payment of council tax/tv licence/fines etc. Committal to prison for non payment of c-tax is a ball ache (and not to mention expensive) for local councils to administer.
The main problem is that there is no real network of support out there thanks to Tory cuts. A friend of mine is a prison officer and a lot of the men they deal with are addicts, homeless or mentally unwell (sometimes all three).
An option to could be to decriminalise drug possession for personal use and provide hubs for addicts to use drugs safely -

During Covid, councils were able to get all rough sleepers into temp accommodation - the govt have already put a lot of focus on housing but they also need to include supported accommodation within that to help those who are homeless that may also need mental health/addiction support. Right now a lot of this accommodation is provided by charities and like everything - there is a shortage of it, so sadly some homeless people go on to commit offences so that they get a bed and a meal for the night - whether that is in a police or prison cell.
As for Mental Health services.... they're pretty much non existent except for some telephone talking therapy (which is a valuable service - it just isn't appropriate for those with serious mental health disorders).
Crime prevention is multi-faceted. There is no quick solution. It will take time.
