On mine it's
Settings => sound => More sound settings => Mobile broadcasts
where you can pick what happens, including turning everything off.

Mine went off the other week when my county was severely flooded. I drove on an A road that was nearby the floods, and when I entered the alert zone it went off and nearly made me jump out of my skin! Thankfully the phone was on my dashboard holder so i could see why it was making a racket. If it had been in my handbag I'd have been driving along thinking WTF...! When I got to work afterwards, I checked google maps and there was a warning pop up for my area.

The noise wasn't that scary, just unexpected.

I have 2 cats, one of whom is large and quite heavy, I don't drive and no way I'd be able to carry them both any distance. I think I'd just resign myself to dying at home and hope for a quick ending
