Surely they'll announce it on the pre record, then the phone lines and app will go live at the specific time, which will be timed with the pre record.
That's controlled by IT and the phone people (I'm sure they have a fancy name, but I don't know it ) so it can be done at the press of a button at an alloted time. Or no one presses a button and its timed to happen anyway. All Ant & Dec have to do is announce it at the correct time.
