If you read the book I mentioned (or other books like it -- there are many), I think you'll find that motor loops like Abbie's (repetitive actions) are common for many people with intellectual disabilities and they do not necessarily indicate intelligence.
When we are in pain (for women, consider childbirth), we do not appear to be "learning generally" or "taking an interest in our environments," either. We are in survival mode. Someone who is constantly in fight-or-flight mode cannot demonstrate intelligence; however, it does not mean that that person is not capable of learning or has no intelligence. It means, simply, that that person is not able to demonstrate that intelligence. If my entire experience of the world was being nine cm dilated, about to push, I wouldn't appear intelligent to those around me, either.
The point of being "locked in" is that the outside world cannot, and does not, discern the disabled person's intelligence. There would be no way to discern it on a viewer's part because, in order to access that person's intelligence, it often requires the work of a highly trained specialist and specialized equipment such as eye-tracking software.

I have a condition that constantly has my body in flight or fight mode, and I have ehlers danlos syndrome so I live with quite a bit of pain. I can definitely show my intelligence. I worked as a pediatric nurse before becoming disabled… with extremely sick children. Sad is.... that was all learned and conditioned behavior. Just look at her mom's only interests. And the only thing they have taught Abby to communicate. I'd agree that food would be considered a high motivator for Abbie (and, honestly, for many people with and without autism). Music would perhaps be another interest I've observed.
