I'm sure you can live fairly cheaply in Thailand, even in a touristy area like Pattaya, so long as you aren't constantly spending as if you're on a 2 week blowout holiday. Pattaya Owl admitted he'd been caning the spending on "entertainment" ie lots of lady drinks and massages and god knows what else, so no wonder his money is running out.
