I saw two stick thin chavs yesterday bent over while walking, trying to hold the leads of THREE bullies, one of which only looked to be a pup. Needless to say I stayed in my car until they passed. I can't find online if they have to be muzzled and short lead etc yet in NI, I'm not sure that's in place yet. But you can bet your arse that these scumbags had them on little scrawny fabric leads and no muzzles
Sure those chihuahuas were really scary
