yes, he left Billy on purpose. I think John’s just hijacked the van and tied the woman up who was driving in the back.. she’s not a character from either programme.

He did, just as he opened it Billy says "I knew there was some good in you " which clearly sent Theo over the edge and he reconnected the seat belt and left him
