Blair was constituency MP for Sedgefield, Sunak for Richmond and Northallerton, both in the north of England. They may not have been able to do as much as they would have liked for constituents while being PM, but they certainly did beforehand. Sunak is still the MP for that region, which is kudos to him, as many of other past PM's simply leave the HoC, go to the HoL or some other heady post after serving as PM.
You do have to be a standing MP to lead the Labour party though, so technically you have to be an MP to be a Labour PMTheres no rule that the PM has to be an MP. The only really issue would be accountability to parliament, but there are ways round that with select committee sessions if it came to it.
Obviously in reality the chances of a non-MP being chosen as PM by a party are minimal, unless you had a situation where a PM died or something and they wanted a caretaker who wasn't going to stand in the subsequent leadership vote, in which case they might have a Lord do it for a couple of weeks.

Well played KeirBurnham's toast. Apparently Starmer says he's going to support him in the by-election. Absolute kiss of death. Fair play to Keith, this is a genius move by him to kill off the challenge. Appears that none of the rest have the balls to make the first move and put down a leadership challenge, so it's all down to Burnham, and he's definitely done now.
I guess she's either finally grifted enough cash out of the MP job over the years, or has seen that the game is up for Labour MPs at the next general.
