Not that simple of course. Private bodies of water in France are subject to strict regulations (dam safety, ecological impact, watercourse continuity, etc.). When a pond/lake does not comply with these regulations, the authorities can order it to be drained. That is in accordance with the owner who would have to do all works to restaure it
