I thought at first that she was wearing a dress that was an image of her naked body, which would have been more interesting. At least there you can have a discussion about whether simulated nudity holds the same taboos as nudity, and when an image of the naked form transitions from acceptable art into unacceptable for public consumption.
Just a sheer slip over a naked body lacks the imagination to have much more conversation than "so she was naked, right?"
