What is there in law that people can be charged with when this happens? Having an 'out of control animal'? Should be some sort of charge for leaving the scene, similar to how there is when you have a car accident.

This makes far more sense than just a flat ban to me though I can think of a couple more breeds that I’d add to the special license side (Belgian Malinois top of the list)

I’m still not sure how they are going to ban them when they aren’t a breed
If it looks like one then get rid of it. Simple. A mass cull would be my preferred action but no doubt that would be controversial.

All they will do is breed them to smaller dogs to get under the height limit. Easy.BBC have more details and there is now also published guidance which I’ve not read through yet.
