My thoughts exactly - would she have talked to a woman in that situation or just ignored her? I seriously doubt he was flirting with her. Maybe he was stressed out of his mind and needing to talk - sounds like she was downright rude

"Under their watch" is a bit extreme. It's not the minister for justice's fault that an unhinged individual decided to murder someone. You can't exactly legislate for that.
