His company is registered in the UK, the bank account he uses is with Revolut and he uses a broker in the Cayman Isles which is why he doesn't need to be FCA registered. He wouldn't be able to obtain FCA registration in the UK as he has prior convictions for fraud.

And what he’s doing isn’t actually illegal It’s a massive scam but he’s probably got a copy pasted blurb that gets sent out to anyone who invests money saying something along the lines of the money is at risk and the individual has to sign and tick boxes to say they agree leaving them at loss when he does what he says he said he was going to do with the money but only profits from the interest
