No, it's not a n once catching vigilante thing, the video is on youtube, just search Bradley Weekes Tipton. He posted it himself. The description sounds creepy AF but it's just a ten second video of him acting billy big bollocks to the camera and some girl telling him off. It's very reminiscent of the videos traveller men put out when they want a fight with someone.
I couldn't find that article either.
