Turning a photo into a cartoon

Hi there,

I would like to soften the edges of this photo and turn the photo into a cartoon, but I'm not sure where to begin.

I don't have Photoshop or anything.

Would it be a good idea to print it off, trace over it + colour in, then scan back onto my PC?

I want to make this image into pins to raise money for charity (a dog charity, hence the image).

There are some editing groups on Facebook who can do various things for a donation (not sure if cartoon)

I also found sellers on etsy (I was looking for anime specific) but there are some who cartoon your photo for a small cost

I've come across this website, as I wanted to upload my kids pics for a cartoon picture. I'm sure if you ask they will happily oblige and do one for your dog.

Do you want a cartoon filter or the dog to look completely different? If you give more details of exactly what you want I might be able to help

I’m no expert but I love editing images and I do own photoshop (even if I don’t know 100% how to use it).
