Is “I apologise” actually an apology?

For me it isn’t, it’s almost a passive aggressive way of moving past something without actually saying the word “sorry”, so I don’t find it a sincere apology... Thoughts?

By itself no, it’s just a statement. To apologise you need to reflect that in actions or at least expand on what you are apologising for and how you empathise with the wronged person and understand where you have done wrong and how you will put things right. Depending on tone I agree I find it quite pass agg and formal - almost too formal, clinical iyswim? Which isn’t good imo because I feel like an apology needs to resonate and be empathetic to truly mean something.
