It might be a little on the high side but your bathroom sounds similar sized to mìne (old terraced house) and mine cost over £3k 12 years ago. I didn't move a radiator or even replace it then, but I already had a mains running shower, and had spotlights put in.
Bear in mind that having a smaller room won't make it easier to fit, in fact the fact it's small and cramped will make it harder for the fitters. The tiling in particular was a ball-ache in my bathroom because it had to be done before the bath went in, otherwise he never would have reached the ceiling with the bath in situ as he would normally have done. My bathroom actually took longer to fit than a bigger one would have.
