I don’t see the point of a gift card, may as well just give cash at least then she won’t be stuck in just one shop.
Or if wanting to give a gift voucher then instead of a shop, does she get her nails done? Could pay for her appointment or hair etc

My niece is 15 shortly and I'm trying to decide what to buy her. I may resort to cash or gift card, but I would prefer to buy her 'something' even if it's just little.

I guess it depends what's she's into, most at that age I'd say is makeup or jewelry but when I was that age I wouldn't have thanked you for it 
What about making up a little hamper for her, favourite snacks, drinks, little bath set, candles, or even doing a "movie night in" getting popcorn, candy, a dvd, comfy blacket, some drinks etc
There also cinemas that do a gift set where you get a film for two, popcorn an a drink for two as well
